Did a little digging and found a copy of Teletype Spec 5948S Issue 3 from  
November 1961.
 
This document provides instructions for installing the 162641 or 163359 Mod  
Kit on a Model 28 keyboard or base.
 
Let me know if you are still looking for this document.   I'd be  happy to 
load this on the "Baudot RTTY Online File Folder" but I can't remember  the user 
name / password.
 
But, I can send it to you as a scan via e-mail attachment.   Let  me know if 
it is still needed.
