My son and family were here for Thanksgiving.  Rich told me there is a  
chance that someone at his university will translate the manual.

Riceguy came up with a copy of a manual, unfortunately the diagrams are
pretty hard  to read. But it did kind of give me an idea on what to  
jiggle etc.

Manually pushing down on a relay next to the tape punch makes that work.
Pushing a lever sideways next to the tape reader makes that work as  
well.

Now to go find those opto-isolators Igot a couple of months ago. ;-)
