The assembly in question appears to be the reader power pack.
This device supplies DC power (about 120VDC) to the tape advance
magnet in the machine, via a large contact which is actuated by an
insulated finger-like lever driven by the the main shaft.
A real word of caution - The Reader Power Pack is somewhat akin to an
old-fashioned AC-DC radio, in that it directly rectifies line voltage
without the benefit of an isolation or power transformer. Mishandled
you can get a nasty shock.
The power pack is generally mounted on the lip of the pedestal of the
machine by a couple of slip-type clips that hold it in place. The
power pack can easily be dislodged from its mount by jarring, or an
inadvertent sweep of the hand, elbow, or just rough handling when
moving the machine around.
