That's a standard gear set. I don't have access to my manuals, but it's probably a 100 wpm set.

In looking in the Teletype parts manual (1161B), it notes that the 28 H is a Bell Systems Code equivalent to the Teletype code of LXD4. This is a 75 WPM TD. However, I fail to see any parts listing that includes the gear numbers that you noted.
