Derek,

If you can spin the rotor easily by hand, it should run fine.  If it  
turns only with difficulty, or not at all, by hand (turning the fan  
with your fingers), then don't plug it in.

You will notice at each end near the shaft, there is a shiny round  
thing with a ball bearing partly visible in the center. Those are  
lubrication points. If you have a pump oil squirt can, push the ball  
bearing in with the tip till the tip seats in the hole and give it a  
squirt.

If you have no such pump oiler, stick a small screwdriver or thin wire  
into the fitting  beside the ball to open it and drip some oil in, a  
tiny bit at a time.

You can also pry out the whole fitting with a strong knife or thin  
screwdriver to let you see if there's grease or old oil in there, and  
let you dig it out with a thin screwdriver or a bamboo skewer (about  
two bucks for a package of 50 at the food store).
