[GreenKeys] Strange RTTY Signal on 29.684

After reading this post and then John Vendely's post, it got me to
thinking.

Geoff, where exactly are you located in Central California?  If it is
anywhere close to Vandenburg AFB then that is more than likely your
source.

I was stationed at or near both locations during my time in the USAF
and I can tell you that "Vandyland" definitely has some strange goings
on there, so encrypted TTY would not surprise me in the least.
