Regardless of "how it figures" (interesting choice of phrase...), at least
we agree that it needs fixed. Larry says "it's 28th in the world" and Mark
says we have a 50% drop-out rate.  Sounds like 2 sides of the same coin to
me. 

Spending of course, does not always translate into success. The ultimate
example of that would have to be the Pentagon. For what we are spending
there annually, we should be the undisputed masters of the universe.
