The hp meter mentioned is a square cornered item, and would not have been 
made in the 50' or 60's.  the HP square corners came around in the 70's and 80's.
 
I am assuming the equipment on the opposite wall and equipment racks was 
carrier equipment, and the meter measured the carrier amplitude after the filters, 
when presented to the discriminator/demodulator etc.
 
Of course a scope would have done the same, and a frequency selective 
voltmeter would have done a great job.
 
But if you were on the "other side" of the channel band pass filters that 
meter would have done a good job.
 
I also assume the rack mounted mods/ de-mods were universal boxes, and could 
accept any plug in channelization filters/ discriminators.  they were simply 
dumb units needing a set of plug in's.
 
 
the IRIG (inter range Instrumentation group) stuff I worked on  were built 
this way...   they were narrow shift data transport items.   developed for the 
defense (industry)  communications needs.
 
I would assume the TTY guys were as smart as the IRIG guys in those days.  
Press Wireless did a lot of modulated RF carrier work.  so did (does) the 
military.
