That is DDK9, a 10KW weather station in Germany.  They run 450hz shift. 
You should be able to copy it with a mechanical TTY running 60 wpm ( though
you might need to adjust the range finder for optimum copy).  If you are
using MMTTY (or similar software), it is apparently so tweaked for 60 wpm
that MMTTY won't copy 66wpm when set for 60wpm.  You can change MMTTY to
66wpm, but you have to go looking for the setting.
