Sorry, Duncan. It's just a hunch. I've been reading a book on the 
history of Cable & Wireless, picked up at their musuem in Porthcurno, 
Cornwall, last year. I thought they were into torn tape relay in the 
1930s, which suggested it goes back further than WWII.

Have you got the wikipedia link?
