The M28 RO is probably an AN/UGC-25, standard unit on many Navy ships at
one time. The rack mounting of the UGC-25 was probably standard, after all
you don't want the TTY flying all over the place as the ship rolls, is
bombarded, etc. Also you need to be able to slide the unit out to change
the paper, work on the machine, etc. (I once worked on R-390s in an Army
installation with about 50 R-390s and NONE of them were on slides. What a
pain!!!)
The rack looks newer than the M15, so that is probably a "new" installation
of the M15. Originally the M15 was probably bolted to a table that was
bolted to the deck.
