[GreenKeys] off-topic: windows ballon messages

Hi Peter and Ira:

I installed the "tweakUI" stuff from the ms powertools link, found the 
proper checkbox, and all is well now.  Quieter OS -- so much nicer.

We have a clever bunch of folks on greenkeys.
