[GreenKeys] Why J bell for W.U. and S bell for everybody else

I guess I came along with the AP long after they abandoned the
unshift on space.  None of the Model 15s in GA or NC, as far as
I knew, would unshift on space.

I can only guess, but perhaps the AP figureed it was easier to
simply send the CR CR LF sequence and not have to fix all the
parts associated with unshift on space.
