I'll bet the switches operated a small stepper switch that counted a string
and set off an alarm or some other function. Then the switch would go back
to it's resting position if it didn't get the right "count". Upon the right
count, a reset would silence the alarm and reset the little stepper.
Just my guess because I vaguely remember some contraption like that
....maybe on our tty machines at WOR in NYC when I was "a engineer" there.
