Maybe I am missing something, but unless there more than one power supply source (in reference to a common point, generally ground) is involved, there should never be a voltage difference of 520 volts between conductors.

Given a 260 volt DC power supply, positive ground, with -260VDC on the cable, any two conductors fed from the same source would have zero (or near zero, if any load) potential between the two conductors.  The only way to have 520 VDC between the two conductors would be to have two 260VDC sources, one with a negative ground, the other with a positive ground.
