Larry,
We maintained a model 15 machine like this for the Williams Brothers
Pipeline in Elk Grove Village, IL at the northern terminus of their
pipeline.
The dial looks almost exactly like that installation. The dial
private line switching system was called SCATS. I do not remember
what the acronym stands for.
The back of my head thinks it is Switch Controlled Automated Teletype
System. But I do not know the accuracy of my memories.
The dial also looks like the one used for the European dial TTY system.
