Jan,

It is a Frequency Shift Monitor (and so quite appropriate to the GreenKeys 
list).  An off-the-air monitor tuning 1 to 26 MC, will measure frequency shift 
of a RATT transmitter between 200 and 1500 CPS.  Input power is 115/60.  I'd 
guess that it would have been more commonly found in shore stations than aboard 
ship.

Someone around here must have the manual (NAVSHIPS 91131), as I have it 
listed in my database but don't hold it.
