I believe that when phone bands were allocated cw was allowed to stay as 
a sort of grandfather clause which does not apply to anything but A1 cw. 
Also back when only Class A licensees could use 75 and 20 meter phone, 
class B/C hams were allowed to go on those frequencies for crossmode 
contacts with the A's. This did NOT continue in the late 60's "incentive 
licensing" plan.

I don't know how any of that came out in the latest no-code-happy chopping.
