I don't think the proportional spacing was
truly handled by the keyboard and the sent material.

I am going out on a limb with my guess, since I have 
absolutely no material to back this up, only about 
a 30 years ago memory of the M20 systems.

If I recall correctly, there are two space functions
with the M20 codes, the first is a fixed space not
unlike the fixed width space on most typewriters.

The second, based on the Linotype/Teletypesetter 
system, is a variable width space, a wedge shaped spacer
that fills out a line in the line of type, so there is
a full line of type.  

So, if a M20 system is being set by hand, the operator
has to know how to put in the variable width spaces
so the Linotype will set properly, but the actual spacing
is adjusted when the line of type is set up for casting.
