Ralph,

This is a common type of transmission, from the Portuguese Navy station CTP.
Essentially, it's a call tape, a "Notice to All WarshipS" (NAWS) advising
them that they are listening for calls on CTP's assigned 4 and 6 MHz
frequencies.  THe "tape" generally repeats more or less endlessly, with
occasional breaks for message transmission or other fleet broadcasts.  This
same type of transmission can be heard on a few other HF frequencies in the
maritime bands.  Stations of  the Dutch navy (PBB), Canadian Forces (CFH),
and British Royal Navy (MGJ) also make similar transmissions.  They're among
the relatively small number of baudot RTTY transmissions remaining in the HF
bands.

BTW, it's not uncommon to hear foreign military and other transmissions in
the ham bands...
