Not entirely trash.  Definitely not encrypted.

NAWS - No idea what this is.
DE - "This is"
CTP - Fixed station call sign in Portugal block of call letters.

QSX = "I am listening to ... on ..."
4 6 MHz = Channels in 4 and 6 MHz bands.

A lot of it looks like bad copy.  It looks like a shore station 
announcing that it is listening for traffic.   But I have no idea what 
the NAWS refers to.
