I've heard the same signal. Curious because it is in the ham bands and
therefore must be decipherable, yet I haven't been successful.

Eugene it does not seem to be  a ham signal as it is seems to be 
broadcasting a one way transmission.  It is also on for a very long time. 
Maybe a weather type transmission ?  Some countries do not have the same 
frequencies as the US for the ham bands, so it could be almost anything.

I think Bob was the one that wanted me to post a few lines.  I can not do 
that now as I did not print it out to paper or copy any of it to the hard 
drive.  If I hear it again I will try to get a few good lines to post over 
here.
