I went through a similar problem when working on a web page for the HP E1938

There are two ways to describe an image, one is as a raster and the other is as
vectors. Television and FAX work with raster images and pen plotters work
with vector images.
If you can get a schematic into a vector format it takes MUCH less storage than
when it's a raster image AND it can be scaled by the end user.
Photoshop works with raster images and as far as I can tell can not output a
vector format file. I've heard that Corell Draw ((spelling?) can. Acrobat can
be used on either vector or raster images to make pdf files.
For example the total document package for the E1938 is a ZIP file of only 1.2
MB and one of the drawings is a "D" size schematic and after expanding the ZIP
file it's only 470 kB and I expect is comparable to the URA-17 schematic.
I wasn't able to generate the needed vector files, it was done by someone on
the the list server where the E1938 was being discussed.
