I suspect we used the repeats to make sure the intent of the 
message was conveyed during bad propagation.

I don't have an AP Style Guide handy, but I seem to recall the
AP also had a strict policy of never using the phrase "not guilty,"
for the same reason, a wire hit could change the "verdict," so 
the APO suggested other words, as found innocent or acquitted,
whichever was the case.
