Don,

While many people used these devices to get free phone calls, a lot of 
those making and using them were just curious folks trying to figure out 
the system.  We can vilify the criminals but not everyone using these had 
criminal intent.

It also forced Ma Bell to update her system from the clunky in-band 
signalling to the modern electronic systems more rapidly than she probably 
would have.
