[GreenKeys] Hot Line, and USSR teleprinter nomenclature, etc

Very interestng site Henning....  Can you explain the fourth row of  
number keys?  I presume you must precede using them with a FIGS or  
does the machine automatically insert a figs if you depress one of  
the number keys?
