In my NAVELEX INDEX for Teletypewriter and Facsimile equipment I  
cannot locate FGC-20X nor UGC-4

Here is the closest I can come to those descriptions:

AN/FGC-21  Model 28 Automatic Send-Receive Page Printer Set. Consists  
of floor cabinet, friction feed
typing unit, keyboard, electrical service unit, transmitter  
distributor, synchronous motor and
gear set for 74.2 baud. 7.42 unit code, 60 Hz, 115 VAC. Includes  
weather symbol
arrangement.

AN/FGC-21X   Model 28 Automatic Send-Receive Page Printer Set. Same  
as AN/FGC-21 except uses
50/60 Hz series governed motor in lieu of 60 Hz synchronous motor.

TT-4Pv/UG  Typing Unit for 28 equipment.

I also find many versions of AN/UGC-47 and AN/UGC-48  but no UGC-4
