Yes,

The tuning fork has two pieces added to it to form a "shutter." When  
tapped the fork vibrates at a specific rate for a specific speed.   
You look through the shutter and set the governor so it looks as if  
the alternating black and whit marks on the spinning disc are  
stationary.
