If the tuning fork has  some tabs near the end of the forks and a small slit
in them , then it is for the governed motors.  You tap the forks to get them
viborating and look through the slits at the black and white rotating end of
the motor.  If it is adjusted correctly the rotating wheel will appear to
stand still.  Just like a strobescope light will make rotating objects
appear to stand still when the flashes of light match the speed.
