The "@" symbol in the address string, means its an e-mail address, not a 
web or ftp site.
I think George specified in his announcement  to send your text only to 
this account,
for inclusion in "the transmission".

If the site permits HTTP (tcp port 80) connections, just use...

http://207.207.72.32:80
