I don't know a source, other than expensive (the tooling would be expensive)
commercial ones, but I'll pass on a tip from other lists. Caig, same people
who make DeOxit, make a product called CakKleen RBR, which is ofter effective
in restoring hardened rubber cable jacket material to its original pliant
condition. Might be worth trying on for example NOS but hardened hammers.
