Eugene,
First, are you sure that the boards have been plugged into the proper slots 
(since they were all out -- common ST-6 problem, by the way, you will 
probably do it moving in once or twice, hi hi)??  If they are, and you are 
sure you have selected the proper speed, you are probably right, there was 
either a build problem or they need to be tuned.  I sent the toroid tuning 
procedure article and a troubleshooting article by Hoff from old QST's to 
the website, but have never seen them incorporated.  Maybe it was a 
copyright problem??  If you need a copy of each, let me know and I'll see 
about copying them for you.  Might take a while, but I'll get it done if you 
need.  The tuning procedure is "sort of " covered in the manual, but this 
article sure makes it clearer.
