As an additional possibility to Jim's comments, none of the newspapers I 
ever worked on had TD's.

The stuff from the Miami Herald shows some TD's present. It is quite 
possible those are model 20 TD's, which are 6-level code. Very rare.

Might be something for the serious enthusiast to check out.
