The short answer, RTTYArt works just fine on my XP.
The WIN32 drivers allow for the UART to be managed at
the 5-bit BAUDOT level quite nicely. Baud rates get
rounded to the nearest Baud rate, i.e. 45.45 gets rounded
to just plain 45. There is no direct hardware access
to the registers.
