I suspect that the USB hardware/software interface did not implement the
16550 UART completely. RTTYAppXP, RTTYArt and PSK31-BAUDOT all use the
newer data control block (DCB) structure to define the control setting for a
serial communications device. If the USB interface software omitted support
for the lower BAUD rate, then I can see why it would not work. Has anyone
tried contacting the USB RS232 manufacturers? They also may have left out
5-bit control as well.
Keep in mind that the older RTTYApp used direct hardware access, which is
not friendly with WindowsXP. The newer version, RTTYAppXP replaced the
direct calls with the Win32 functions. All are available from my web site

I have seen PCI serial port cards with real 16550 UARTS and up to 4 ports
on the market. These should work.
