The EMI filter is not blown. It is simply making a voltage divider out of
the properly operating line filter bypass caps.
THIS WILL NOT HAPPEN IF THE UNITS ARE PROPERLY GROUNDED VIA THE LINE CORD.
They will trip GFI units however. The solution is to plug them into a
non-GFI protected line, or use a line isolation transformer.

Don't bypass it. Just hook it up to the power line properly. That means
having a proper third wire safety ground, (and no GFI devices.)
