This is actually a good thing to check for on almost any gear before
hooking it up to a computer.
Almost all of the old stuff (TU's, Teletypes, Punches, Radios, and
Guitar Amps) have a 0.01 uf (or larger) cap from each side of the AC
line to the chassis. It was a common way to try to reduce RFI. It has
never been clear to me that it worked very well at all. If the chassis
of the gizmo is not grounded then you get half the line voltage on the
chassis. It will give you a noticeable "bite" if you get between one
and ground. I have never heard of it causing personal injury.
Unless there is something very weird about the Dovetrons the current
and voltage are *way* below the modern ESD limits. I suspect you might
be able to get a replacement motherboard if it's still in warranty.
If you do decide to throw the Dovetron out the window *please* let me
know which window and when. Alternately I'll gladly pay shipping ....
