The wrinkle finish paint is made by the VHT company.

You can buy it in spray cans from Antique Electronics Supply in 
Tempe, AZ  <http://www.tubesandmore.com>
WRINKLE FINISH PAINT, BLACK S-F227
WRINKLE FINISH PAINT, GREY S-F701
PAINT, DARK BROWN, (FOR USE W/ WRINKLE FINISH S-F701) S-F226P

You can also take your item to a powder coating company and have them do it.
