All of the Bell System 5 level machines I've seen had the Bell on FIGS S.
The "Telex" machines had the Bell on FIGS J (like my W.U. Model 32ASR).
I think the ARRL tries to accomodate both by sending the FIGS S and FIGS J
(using double Apostrophes instead of the Quotation Marks).
