[GreenKeys] Nodel 28 Reperf Question

About a year ago, The Maritime Radio Historical Society was donated a Model 28ASR in excellent condition.  Yesterday, I got it going at the KPH receive site (see URL below for more information on the KPH project).

After loading the machine with new paper and tape and two new ribbons it was working flawlessly.

But then, while punching a tape, I noted a change of tone in when the reperforator operated.  Closer inspection revealed that the tape was still being punched but letters were not being typed on the tape.  The tape drum extended forward and spun with each letter, but no letter appeared on the tape.

We don't have a manual for the reperforator, but hope to soon.  meanwhile, do any of the Model 28 experts have a diagnosis or suggestions about where to look for the problem?
