I have a hunch it might be a Barclay's printing telegraph.  I've never
seen one, but I have an old W.U. blueprint and spec about wiring and 
installing them.  There is reference to a "sunflower" and the circular
keyboard in the picture certainly suggests a sunflower.

I'll haved to dig into some of my old books and see if there is a better
identification.
