Hi Roy,
You have it correct. The Tip Sleeve jacks and plugs are normally
used for telegraph switchboards; while the Tip, Ring, Sleeve jacks
are normally used for voice frequency panels. There are a few
exceptions to this in test equipment where the designer did not want
the send and receive circuits and associated cords to get reversed.
