[GreenKeys] Help to identify an old "SELCAL" circuit board

Hi
This looks a lot like a nearly one of a kind board. I don't know
anything about it except what I can see:
1) Lots of wires on the back of the board
2) Even for the 1970's a fairly simple board layout
3) The ham calls are etched into the board - probably the guys who made
them.
4) The holes are hand drilled. Even for the early 1970's = low volume /
prototype stuff
What kind of chips went in the two big socket areas? That might help
figure out what's going on.
