Same thing happens to me and I'm using Safari 1.1.1 under OS X 10.3.2.
Check the R-1051 on page 2 Consumer Electronics=A0>=A0Radios: CB, Ham &
Shortwave=A0>=A0Ham Radio=A0>=A0Receivers. I guess it's dangerous contraband.
