That item is the intermediate gear assembly for a Model 28. It is
not the speed-setting gear. This unit holds the large speed gear that
meshes with the motor-mounted pinion speed gear. The gear you
see on the assembly transfers the energy to the mainshaft of the
28 typing unit. There are two different gears that can be on the assembly.
One of them is for the standard Bell speeds and the other is for
the WU/military speeds (I don't remember the details, but I think
the difference is in the operations-per-minute which essentially
impacts the stop bit).
