There are many ways to measure RTTY frequencies, as you mentioned.
 
I was measuring mark frequency with a frequency counter using a  pickup 
inside the PA cabinet.
 
Another way to measure frequency is to take the average frequency  during 
transmission as the transmitter shifts between mark and space. The one  problem 
with this technique is that the frequency will bounce up and down by 50  - 70 
Hz depending if the transmission is full out or if there is a diddle  generator 
running behind the scenes.  
 
For example, I can vary the average frequency of my signal if I  type 
continuous blank characters versus typing continuous letters  characters.  Typing a 
random character pattern will give another  frequency.
