The problem I used to run into as a beginner on HF packet 
comms was that I'd send a request to connect to a station 
that was identifying on whatever frequency. That request 
was immediately terminated with a rude reply that connections 
were only allowed from other gateways! If that isn't an 
"automatic-to-automatic" contact, I don't know what is, and if 
foreign stations are allowed to do this, why make it illegal only 
for US stations?

I don't know if there are any active HF packet gateways 
these days or not- I have been out of packet for 2 or 3 
years. But the method of operation that packet gateways 
use (now that I understand the system) *REQUIRES* that 
they be allowed to operate automatically.
