[GreenKeys] History question: White House to Kremlin "hotline"

Hi,

 From what is easily grabbed it obviously started out as a five level 
teletype link with one time pad encryption. I wonder who made up the 
pads ....

Somewhere I have seen a description of one of the original 
configurations. I seem to recall it involved some weird mechanical baud 
rate conversion or something like that. I'll keep digging ....
