With the extra distributor rings and extra contacts I would guess that is
a test message generator that can generate distorted signals for testing.

Is L4TD what it's called on the nameplate?  That's a curious code, since
L is the prefix for Model 28 line stuff, yet the basis of the machine is
clearly the XD, which is considered a Model 14 item.  Even though the
rest of Model 14 uses the F prefix (eg. FP for the printer, FPR for the
typing reperforator)
