I may be mistaken, and if so, please pardon my 
error. I think 3.6375 is the TV colorburst crystal. 
If so, hundreds, if not thousands, of QRP'ers use this 
cheap and readily available crystal to build low-power 
CW rigs, and use that frequency quite often. You 
usually will never hear a QRP'er cuss *UNTIL* a 
RTTY station tunes up and operates on top of them!!! 
I realize that nobody "owns" a frequency, but these 
guys have little pip-squeek signals- many less than 
a watt. How about cutting them some slack...? Please? 
(Yes, I'm one of them occasionally...) I'm at work 
now, but if I were at home, I have one of those 
crystals laying on my bench and could confirm....
